Georgia’s Ministry of Economy has approved rules protecting railway passengers. The regulation sets common standards for Georgian Railway and spells out when travellers can claim money back for delays, cancellations, or baggage problems.

Delay payouts

If a train is late because of the railway company and the ticket price has not already been refunded, passengers are owed:

  • 60 to 119 minutes late — at least 25% of the ticket price
  • 120 minutes or more — at least 50% of the ticket price

If it becomes clear during the journey that arrival will be more than an hour late, the passenger may choose a full refund, continue the trip, or change the route.

Broader passenger rights

The rules also cover cancellations, route changes, lost or damaged luggage, how travellers must be informed, and access for people with disabilities.

Railway Transport Agency

The Railway Transport Agency will monitor compliance. Passengers who disagree with Georgian Railway’s reply to a claim — or get no answer in time — may complain to the Agency. It can inspect operators, issue binding orders to fix breaches, give recommendations, and apply administrative penalties.
