Batumi City Hall plans to fold construction control into a single Architecture and Urban Planning Service. The City Council is scheduled to consider the proposal on 21 August.
Officials describe the new body as a one-stop centre for decisions that shape how the city is built and how public space is used. The mayor of Batumi would appoint its head.
What the service would cover
Under the draft, the service would take on:
- issuing all construction permits
- legalising unauthorised buildings and structures put up at variance with an approved design
- reviewing and approving documentation for historic development zones
- signing off outdoor advertising
- planning parks, roads, squares and parking
City Hall says the aim is to gather urban-planning tools that now sit across different desks into one municipal structure.
Building boom in Adjara
The move comes as construction remains brisk. In the first half of the year, Adjara issued 412 permits covering nearly 1 million square metres — 22% more than in the same period a year earlier.
A dedicated service would handle that caseload, from new builds to the legalisation of existing unauthorised work. Historic-quarter rules and street advertising would sit in the same office as parks and parking layouts.
The 21 August council session will decide whether the unified service goes ahead.
